Mexican passport, bank cards and apartment keys on a bright desk in Miami — moving to Miami, opening a bank account from Mexico, Social Security number and first lease in the right order

Short answer: If you are moving to Miami from Mexico, the right order for opening your Miami life from Mexico: bank account, SSN and first lease in the right order is: address first, bank second, SSN third — the opposite of what most families try. The Social Security Administration itself says a lawfully admitted noncitizen does not need an SSN “to conduct business with a bank” or to apply for subsidized housing, and it recommends waiting 10 days after arrival before you even apply for one. The card then takes about 2 more weeks — up to 4 if verification lags — so “SSN first” means roughly day 24 to day 38 with no home and no account. The bank, meanwhile, is what actually asks for an address: Bank of America’s published route for non-permanent residents wants your rental agreement or a utility bill as proof of your U.S. address, plus an ITIN. And the ITIN is the slowest number of all: 7 weeks at the IRS, 9 to 11 weeks in tax season or from overseas. Break the circle at its weakest point — the lease, which no Florida law ties to an SSN — and the other two fall into place.

The circle, drawn honestly: each step asks for the next one

Every Mexican family I settle hits the same loop in week one. Here it is with the actual gatekeeper of each door.

StepWho sets the ruleWhat it actually requires
First leaseFlorida law + the landlordNo state law requires an SSN to rent. Screening runs on passport, visa, employer letter and bank statements. Deposit: no state cap (§83.49). Condo screening fee: capped at US$150 per applicant (§718.112)
Bank accountFederal CIP rule + each bank’s policyFederal law (31 CFR 1020.220) lets a non-U.S. person satisfy the ID-number rule with a passport number. The bank then adds its own list — and a U.S. physical address
SSNSocial Security AdministrationDHS work authorization, Form SS-5, original documents only, free — and a recommended 10-day wait after entry before applying
ITINIRSForm W-7, tax purposes only, 7 weeks (9–11 in tax season or from overseas). Never a work permit

Read the table in the wrong direction and you get the classic mistake: a family in a hotel, unbanked, refreshing a mailbox for a card that the government itself says their lease and their bank never needed. Read it in the right direction — lease, bank, SSN — and each document you collect unlocks the next door. The full no-SSN banking picture, bank by bank, is in opening a US bank account without an SSN.

City streets at dusk in South Florida — moving to Miami, first lease and U.S. address for a bank account, cost of living in Miami

Step 0, in Mexico: the package you land with

You cannot finish a U.S. bank account from Guadalajara, Monterrey or Mexico City. Both big banks below open accounts for non-permanent residents in person, and both require a U.S. physical address. What you can do from Mexico is land with the complete package, so that days 1 to 3 are signings, not scavenger hunts.

Passport with your visa — for TN professionals, the visa itself is obtained at a U.S. consulate in Mexico before entry; that consular step is the one true “before” in this whole guide, and I walk through it in the TN visa guide for Mexicans.

Your I-94 record, downloaded from CBP after entry — it is the document the SSA will verify, and your name on it must match your passport exactly.

Employer letter stating role, start date and salary, plus 3 to 6 months of Mexican bank statements. This pair is your substitute credit file for the first lease.

Your Mexican tax ID (RFC) and a second photo ID. Banks may ask for a foreign tax identification number, and the Mexican consular ID — the matrícula consular — is on both big banks’ published primary-ID lists below.

Keep your Mexican bank account alive. Your first U.S. account starts empty; your Mexican account is what funds the deposit, the first month and the bridge weeks, and closing it early helps no one.

Step 1, days 1–3: the address comes first

Sign the housing before you chase any number. No Florida statute makes an SSN a condition of renting, and the SSA’s own page lists housing among the things a lawfully admitted noncitizen can obtain without one. What landlords and condo associations actually screen is identity and ability to pay — which is exactly what your Step 0 package proves.

Two shapes work. The clean one: your first long lease signed in week one, with passport, visa, employer letter and Mexican statements, a deposit you negotiate knowing Florida sets no cap on it, and up to US$150 of association screening per adult. The cautious one: a short bridge of a few weeks while you choose a neighborhood — priced honestly, because a rental of six months or less carries roughly 13% in Miami-Dade transient taxes (about US$377 a month on a US$2,900 two-bedroom) that a bona fide written lease over six months does not. A bridge is a taxed tool, not a cheap lease.

What not to do: sign a 12-month lease in week one only to have an address for the bank. The address proof the bank wants can come from the bridge or the right first lease — it does not require locking your family into the wrong school zone for a year. The moving-side logistics of that first month are in moving from Mexico to Miami: what to bring, what to sell, what it costs.

Step 2, days 1–10: the bank — and the bank you choose decides if you need a number

Federal law is not the obstacle. Under the Customer Identification Program rule, a non-U.S. person can meet the identification-number requirement with a passport number and country of issuance. The obstacle is each bank’s own checklist, and the two biggest banks publish different checklists — which is why this step is a choice, not a queue.

Published routeWhat it asks of a Mexican non-permanent resident
Wells Fargo (branch)Two IDs. Primary list includes your passport and a consular card issued by Mexico. If you have no U.S. taxpayer number at all, you provide a government ID showing nationality or residence. Minimum opening deposit US$25. Online opening, by contrast, does require an SSN or ITIN
Bank of America (financial center, in person)Both your foreign permanent address and your local U.S. address, plus an ITIN. Primary ID: foreign passport or Mexican Consular ID. Proof of U.S. residency: a utility bill or rental agreement in your name, among other options

So the same Mexican passport opens an account in week one at one bank and waits on a 7-week IRS number at the other. Neither is “wrong” — but go in knowing which game you are playing, call the specific branch before you visit, and take originals. Once the account exists, it starts doing quiet work for you: it is the local paper trail your landlord, your association and later your credit file will all read. The day-by-day order of everything else in month one is in your first 30 days in Miami: the actionable checklist.

Step 3, day 10: the SSN — free, patient, and third

On day 10 after entry — not day 1 — apply. The SSA recommends the wait because your admission record needs to exist in the verification systems; apply too early and the file stalls instead of speeding up. The application is Form SS-5, it costs nothing, and you bring originals or agency-certified copies — photocopies and notarized copies are refused — proving identity, age and work-authorized status: unexpired Mexican passport with the visa, and your I-94 showing a class of admission that permits work.

Who qualifies is decided by status, not by need. In general, only noncitizens with DHS permission to work get an SSN. A TN professional qualifies through the TN admission itself. Your spouse on TD status does not: TD allows study, not employment, so it does not by itself make them eligible — their number, when a tax return requires one, is the ITIN, on the parallel track below.

Timing, honestly: once the SSA has everything and verifies your immigration document, the card arrives within about 2 weeks; if verification cannot be completed immediately, allow 2 additional weeks. Applied on day 10, that is a card in hand around day 24, or day 38 in the slow case. And you do not sit idle meanwhile: the SSA’s employer guidance confirms a worker may work while the SSN application is being processed.

Step 4: when the SSN arrives, upgrade everything — and the ITIN’s real job

The day the card lands, spend one hour closing loops: give the SSN to your bank (it completes your file and is what most credit products will ask for), to your employer’s payroll, and to your landlord or association if your application was approved on the passport package. From that day, your credit clock can start — an SSN with no accounts behind it is a number, not a history.

The ITIN belongs here, in parallel, with a narrow job: it is the tax number for the family members who cannot get an SSN — classically the TD spouse who must appear on a U.S. tax return. Form W-7, 7 weeks for a status notice, 9 to 11 weeks in tax season or when applying from overseas. Two hard rules from the IRS: an ITIN does not authorize work, and you cannot hold an ITIN and an SSN at the same time — if you later get an SSN, you stop using the ITIN and notify the IRS so your tax records merge under the SSN. An ITIN-first strategy for a work-authorized arrival inverts the calendar: it makes the family’s slowest document the gate for its fastest steps.

What most people don’t know

1. The SSN is free, and anyone selling you one is selling you a crime. The SSA charges nothing for an original card. A paid “SSN” offered through social media or a fixer is a stolen or invented number; using it poisons your lease, your bank file and your immigration record at once. The legitimate paid help in this process is advice and paperwork preparation — never the number itself.

2. Applying on day 1 makes the SSN arrive later, not sooner. The 10-day wait exists because the SSA verifies your admission against DHS systems. Arrive before your record does and the application waits for manual verification — the same +2 weeks the SSA warns about. Day 10 is not lost time: it is exactly the window in which the lease and the bank account get done.

3. Your two surnames are a data problem before they are a culture note. Mexican naming — given name, paternal surname, maternal surname — collides with U.S. systems that expect one last name. Whichever order appears on your passport and I-94 is the order that must appear, identically, on the lease, the bank account and the SS-5. A lease in one order and a bank file in another produces “no match” results that look like rejections and are really spelling.

4. The bank’s address rule is why “bank first, from Mexico” fails. Both published routes above require a U.S. physical address, and the non-permanent-resident opening happens in person. There is no branch appointment in Miami that a family in Monterrey can attend before landing. Prepare the package in Mexico; sign in Miami. Anyone promising a fully opened U.S. personal account before you have a U.S. address and status is describing something else — usually a business account or a fintech wallet, with different protections.

5. The bridge stay is taxed like a hotel; the real lease is not. Six months or less of rent carries Miami-Dade’s transient taxes of roughly 13% unless the written lease runs longer than six months. Families compare a bridge and a lease by the monthly rent alone and miss a ~US$377-a-month line on a US$2,900 home. Sometimes the bridge is still right — for school-zone certainty — but buy it knowing its true price.

Frequently asked questions

Can I open the bank account before I have the SSN?
Yes — the SSA itself lists banking among the things a lawfully admitted noncitizen can do without an SSN, and federal CIP rules let a non-U.S. person use a passport number as the identification number. The practical route is a branch: Wells Fargo’s published branch requirements accept a passport or a Mexican consular card, with a government ID showing nationality if you have no U.S. tax number, and a US$25 minimum opening deposit. Bank of America’s published route for non-permanent residents instead asks for an ITIN plus your foreign and U.S. addresses — so choose the bank that matches the documents you already hold.

Why not just get the ITIN first, from Mexico?
Because of the calendar and the purpose. The IRS takes about 7 weeks to notify you of an ITIN application’s status, and 9 to 11 weeks in tax season or from overseas — two to three times the SSN window — and the ITIN is a tax-processing number only: it does not authorize work and it is not what your employer’s payroll is waiting for. If you are entering work-authorized (for example on TN), your number is the SSN, applied for on day 10 after entry. Reserve the ITIN for family members who are not SSN-eligible, such as a spouse in TD status who needs to appear on a tax return.

Can I sign a lease while my SSN is still processing?
Yes, and in the right order you sign it before you even apply. No Florida law requires an SSN to rent; landlords and associations screen identity and ability to pay, which your passport, visa, employer letter and Mexican bank statements establish. Budget the real entry costs: a deposit with no state cap under §83.49 (negotiate it, and get the amount in writing), an association screening fee capped at US$150 per applicant, and — if your first home is a bridge of six months or less — roughly 13% in transient taxes that a longer written lease avoids.

When my SSN arrives, what do I actually do with it?
Three updates in one day: add it to your bank file, give it to your employer’s payroll, and send it to your landlord or association if they approved you on the passport package and asked for it when available. Then start the credit clock deliberately — your first U.S. card or account reporting under that SSN is what begins your history. And if you previously held an ITIN, notify the IRS: you cannot keep using both, and the IRS merges your tax records under the SSN.
